It's one of the least corrupt and safest countries in the world. It's tremendously easy to live in - all governmental regulations and procedures are stated up front so you will probably never be subject to the whims of an official on a power trip who makes up rules on the fly.

Rental rates, however, can be high, although I don't think they're as high as the numbers you quoted for Cork.
