This probably means that Germany has signed a tax treaty with the USA. Under the terms of that tax treaty, the USA will not withhold any taxes on your income so you get the full amount that Medium owes you. However, it means you will have to report how much you earned to the BZSt and pay the appropriate tax rate in Germany. :)
